TIEC Home About TIEC Governance TIEC Board Provides Outstanding Leadership Dr. Joseph C. Rallo President, Angelo State University Dr. Joseph C. Rallo, Chair Dr. Joseph Rallo is President of Angelo State University, which enrolls nearly 7,000 students as part of the Texas Tech University System. The university has been recognized by the Institute for International Education (IIE) for its innovations in study abroad and student exchange programs. Dr. Rallo earned his undergraduate degree in Russian History from Lafayette College and his M.A. and Ph.D. in International Relations from the Maxwell School at Syracuse University. He was elected Chairman of the TIEC Board of Directors in 2010, having previously served on the Executive Committee since 2008. Dr. J. Patrick O'Brien President, West Texas A&M University Dr. J. Patrick O'Brien, Vice Chair Dr. J. Patrick O'Brien was named the 10th president of West Texas A&M University by The Texas A&M University System Board of Regents on February 21, 2006. Under his leadership, the University has dedicated a new 144,000 square foot Fine Arts Complex, a new suite-style residence hall, a pedestrian mall and clock tower, and a renovated Classroom Center. The University also developed a new strategic plan and realigned academic departments to include creation of a new College of Nursing and Health Sciences. With changes in its marketing and recruiting processes, the University has achieved its highest enrollment since 1970. Dr. O'Brien earned undergraduate and master's degrees in economics and agricultural economics from Auburn University. He received his Ph.D. in economics with areas of specialization in monetary economics, public finance, and regional economics from Oklahoma State University. Dr. O'Brien has served on the TIEC Executive Committee since 2009. Dr. Fernando C. Gomez Vice Chancellor and General Counsel, Texas State University System Dr. Fernando C. Gomez, Secretary of the Board Dr. Fernando C. Gomez for 19 years has been General Counsel for the Texas State University System, the oldest multi-campus system in Texas serving more than 72,000 students each year through its eight component institutions. He received his B.A. in sociology and English from the University of New Mexico and his J.D. (law) and Ph.D. in American culture from the University of Michigan. In addition to his legal practice, he teaches for the Sam Houston State University-International Law Enforcement Academy, a U.S. State Department-funded program in Roswell, New Mexico.
